Google had released a new offline development API called Google Gears, http://code.google.com/apis/gears/.

According to Google , Gears is an open source browser extension that lets developers create web applications that can run offline.

In order to enable offline applications, the user needs to install a browser plugin to work located here http://gears.google.com/.

This has the potential to compete directly with traditional Microsoft applications such as Outlook and Office, but as yet this API and its technologies are in BETA, previous to this a user had to be online to avail of any of Google applications (Gmail for example)
